I got a question for Majins before making my character. Now besides Majins, as in Buu, can it also be a character with that "M" sign? Like Majin Vegeta?

Well, yes, you can, however the majin that your referring to is a transformation that still needs to be added, and I'll do that now since you've brought it up. And yes, any race is allowed to learn it-you don't need to be a Buu-type Majin.(but you would need to complete the requirements for the trans. like training and Zenni)
